Frame Relay uses packet-switching technology to route data over a public network. Frame Relay Service provides the speed and reliability of data private line services without the cost of a private network. Frame Relay allows customers to create many-to-many end-point connectivity between LANs and WANs, with bandwidths of up to 40 Mbps in PVC speeds.

ATM allows for any-to-any end-point connectivity between local area networks (LANs) and wide area networks (WANs). ATM Service is a dedicated connection switching technology using digital signals that supports burstable bandwidth demands with Quality of Service (QoS). ATM bandwidth ranges from 4 Kpbs to 65 Mbps for Permanent Virtual Circuit (PVC) speeds.
